On Wednesday the Liquor Control Board voted to begin the process by which Ds and IDs “may accept credit cards as payment from licensees.”

This, in Pennsylvania, requires the Board to change its regulations, which is neither a short nor easy process. It requires a public comment period during an extensive review by the Independent Regulatory Review Commission.

The state publishes a 44 page booklet to describe the IRRC regulatory review process. The key for this change will be – as with others – whether anyone challenges it. Challenges are a matter of public record as are expressions of support.

Technically, this is “Proposed PLCB Regulation #54-89” which amends Title 40, Chapter 9, Subchapter E, Sections 9.95 and 11.152.

For now, it is important that the process to allow credit card purchases for sales between licensees which is supported by the MBDA has begun.
